The Nuclear Waste Management Organization is seeking approval of their general proposal to transport high-level nuclear waste long-distances from nuclear generating stations to a site between Ignace and Dryden where they would repackage and then bury the highly radioactive wastes. These comments are provided on behalf of the North Bay Peace Alliance. Founded in 1985 the North Bay Peace Alliance is concerned with peace, disarmament and security, including connections between the use of nuclear technology for “peaceful” purposes and for military use. As a local group in a small city in northern Ontario, we have not previously expressed concern about the risks of terrorist attacks or malevolent acts on the civilian use of nuclear power or attacks on its byproducts (e.g. nuclear waste) as there are no nuclear power stations in our area or region. Alternatives are available for reprocessing the spent nuclear waste as is done in some other countries. Reduce, reuse and recycle are important words in today's society. Can it not be applied to this waste? Is it not also a viable option for the nuclear waste repository to be located closer to the nuclear generating stations? Ideally a repository site closer to where the nuclear waste is generated is an overall more economical and safer alternative to transporting on insufficient roads for over 1400 km. Over the last number of years, we have already been seeing increased transport vehicle incidents and deaths on our Trans Canada Highway in northern Ontario because the roads are inadequate, single lane, non-divided, and already at or over capacity. I have had major concerns with the plan to ship nuclear waste from the Pt. Lepreau Generating Station from the onset of learning about this developement. Not only do I live within the 100 KM indicator from the facility, where I believe any contaminated naterial should remain. I have been uncomfortable with that facy, now I can't believe consideration is being given to removing it from the site and transporting within 5 KM's from my home, whether by transport on Highway 7 or by the train running through my community. Iether way it cuts through natural environments and precious water sheds, not to mention the potential of causing serious harm to public safety. I feel full impact assessments should include consideration from anyone that would be in and contamination effected zone, if a mishap were to occur. I am a long time resident of Dryden who has chosen to move here, start businesses here and raise my family here. I am deeply concerned about the safety of the proposed transportation and burial of high level nuclear waste 30 minutes from our community. Current Location- 5.5 to 5.9 million used nuclear fuel bundles (132,000 to 164,000 tonnes of high-level radioactive waste) are currently proposed to be transported on the often 2 lane Trans Canada - 1600 km from southern Ontario to NWO - to be buried in a Deep Geological Repository between Ignace and Dryden. This is 2 loads per day of radioactive materials for 50 years. It would seem that, like in Finland, they would keep this at the source, where they create the waste. This is my submission for the Tailored Impact Statement Guidelines. First I would like to say that this is an unnecessary project. I believe in Rolling Stewardship for the storage of high level nuclear waste. Keep it in the area where it is made, in robust containers to safely monitor and repackage if it becomes necessary. If nuclear waste is put in a DGR so many things can go wrong with no way to monitor a leak and no way to fix it. With all of the handling and repacking that would happen, radiation could escape into the air and environment. Also scientific research regarding the canisters, bentonite clay and surrounding soil with hydrogen sulphide could cause microbial corrosion. The studies do not seem to be conclusive and indicating that more real testing needs to be done besides computer models. The NWMO entire process of selecting a “host “community for the deep nuclear waste repository was fraudulent and dishonest. Continually creating toxic waste that lasts 100s of years and dumping it in a cave is a terrible idea. Nuclear will not solve the climate crisis, it will create its own problems. I grew up near a nuclear dump for the first 9 years of my life, and a nuclear power plant for the next 25 years. I think it did affect my health. How will this affect the environment and animals long term? And please do not use animals for testing, or as warning signals. We in Northwestern Ontario feel like the Nuclear industry is up here like gun slingers handing out money to sway struggling small towns to approve their project. I have gone out of my way to attend both industry experts and opposing experts and heard both sides. At this point there is too much ambiguity in the lack of details in this very dangerous project. There is no sense in being against nuclear energy. It is used all over the world. The problem is that no one knows how to saftely deal with the nuclear waste. I have many concerns about this plan. I don't understand why paying 100's of millions of dollars to one small community and paying millions of dollars to a few municipalities is seen as a legitimate way of getting concent for all of the communities in the region who will be affected. I am very worried about transporting 100's of thousands of tonnes of highly radioactive waste through all of these communities over decades (and who is to say this won't continue indefinitely?). Our highways are not safe and it's not clear what the potential exposures may be to those who live along our highways with this volume of waste transportation and what the results would be from an accident. The testing of transportation containers has been insufficient, despight the bold claims of the NWMO. There are no operational Deep Geological Repositories (DGR) anywhere in the world, but there have been some failures. The previous failures and the interim storage facilities are the only real cycles of learning this industry can rely on. Other DGR’s are in process, but not operational, so It’s not possible to say this industry has “best practices” to permanently manage nuclear waste. I am an ordinary citizen, I have no scientific background, but when I read, listen and research I can make an educated and thoughtful decision on this very disturbing decision and flawed process for decision. Many of my friends are and I have spent much time learning about reconciliation and the impacts of treaty and our collective need to work together on decisions that impact Indigenous rights. My concerns are rooted in the significant transportation risks associated with moving highly radioactive waste through Northern Ontario, the uncertainty surrounding the long-term integrity of the repository itself, and the unacceptable risk posed to the watershed connected to the Great Lakes. I spend my time on Rainy Lake and it is home for me. I attended a few Information Sessions and recognized it was set up to inform those from remote communities the benefits. I found the information sessions not to be adequate at all. This is remote and very important area for Canada most unique unspoiled wilderness with such rich and invaluable History of the Ojibway People.
